WebSubbed into all assets I could find that you used in this city, turned on 81 tile mod too. No errors. Some stuff still missing including most of the metro stations plus a bunch of roads. But it works. So you need to reset node controller settings to begin with. Then if that doesn't help, need to find the road asset causing the issue.
